How should I make their cage better?

These gerbils were just recently surrendered to me by a friend of mine who couldn’t take care of them anymore. I really wanted to help but I’m quite inexperienced. Is this cage suitable? It’s so dirty, how can I make it cleaner or make them happier? Any advice or suggestions for where I can learn more about gerbils would be so appreciated!
