Looking for a strategic wargame similar to HOI4, Europa Universalis etc but simpler and easier to learn

I'm looking for a strategic war game like HOI4, Europa Universalis and similar titles, but easier to learn and where you can do pretty much whatever you want (form new empires, use mods, etc). Preferably something with WW2, WW2 and 1800s. Steam is a must.
