Anyone else noticing OP newgens from Middle East?

In one of my test games using the editor and scout, I noticed that there were MANY newgens from Arabia, Qatar, and the UAE with a PA of over 180. Many of them were bought by big teams like City, PSG, and Real Madrid. This has happened in other saves too, but in this specific one, I can see the PA. In real life, Middle Eastern national teams are not as good as the game is creating them. I don't use any additional or edited leagues, nor do I have the Middle Eastern leagues loaded. Does this happen to anyone else?
