Union Emergency Protocol

Is this only for a certain piece or can I put it on all Union armor pieces? I'm going after a bloodied PA build and I'm looking into the different mods. I like many of the mods but I'm worried I'll need Emergency Protocol on them all since I'll be low health all the time. If the mod doesn't stack then it would help in allowing me to use other mods
