Downloadrate is 0.01 m it's?

Hello everyone,

I recently got a new PC and wanted to download FFXIV again, but it's almost impossible with a downloadrate under 1 Mbit. I got a 250k connection and all settings are set right. Even tried one of reddit older Post where the issue was solved but it didn't work for me. I need help please.
