[Canada] Lights are out while breaking is still on, lights comes back after breaking is closed then turned back on

Any idea why? Also, while the breaker (the breaker is called bathroom lights) was on and the lights were out, if I closed then opened another breaker in the same area (bathroom plugs), the lights would flash then out again.
