Pvp armor set in Welkynar?

I'm not crazy. I was specifically searching for a piece of a set that only drops in pvp (non-craftable), and came across a guild trader selling said piece in Welkynar style😱

I have Welkynar style motif. I have several pieces of said set. I've tried creating from scratch at craft table, using tc to reconstruct, and tried to transmute.

Is there something I'm missing? Why can't you reconstruct armor in an unlocked style? It only lets me change the trait. Super frustrated that I can't figure this out like the one I saw 😑
