Is this game worth starting as a new player

I have not played since launch, I probably have an ok account since I played a lot around launch but if I’m to play again I will start over from scratch because it will feel like starting all over again anyway I can’t remember much. My question is the game noob friendly is there many new players still starting the game or am I going to get rolled by players who have been playing everyday since launch?
