Golden visa for exceptional talent/genius?

Hi there. I posted a few days ago but have now got a little more info and knowledge, although I am still quite confused hence why I am here again reaching out for some help.

I am trying to find out the exact steps for my boss to apply for this visa. He is a scientist and has published patent and should in theory qualify but I am still unsure about the next steps. I’ve tried reaching out to GDFRA and they advised that he needs a recommendation letter from the Emirate Council of Scientists.

What will they need? His degrees and simply as are issued in Sweden, by one of the 200 top global universities - so I know that bit will be ok. They will have to be translated and noterized, then taken to the UAE embassy in Sweden to be checked? Or sent somewhere else? What would the next steps be from here?
