Amer Centre or other consultancy for Golden Visa?

Hi there

I’m trying to help my CEO to get a Golden Visa. He is a 41 year old male Swedish citizen with a Masters Degree in Computer Science in 2007, and a PhD in Computer Engineering in 2012. He is the CEO of a Swedish and US based artificial intelligence company. Additionally, he is a scientist and author of more than 40 peer-reviewed papers and patents and an international expert in AI and robotics. He is currently the General Manager of Dubai tech company (non salaried) and has a Dubai residency card.

What would be the best route to go down? I keep on reading peoples post about spending a lot of money on consultancy firms when you can do a lot of the work yourself, is this true - if so, where would I begin to start the process?
