Competing with Russia for the best writers?

After years of reading Dostoevsky, Tolstoy, Turgenev, Pushkin, Gogol, Chekhov, Bulgakov and Solzhenitsyn, I truly believe Russia has produced some of the best writers to ever live. What other country do you think holds its weight with Russia? I had a discussion with a friend and he said France has produced more valuable work, but I disagreed. What are your thoughts? You think USA is a good second?
