How to farm gem fragments this season?

I genuinely don’t know how to get gems quickly right now. I have 2 characters in T4, I’m like paragon 150, and I don’t have a single max gem. Is there something I’m missing? Hordes don’t seem to give very many, and neither do whispers or world bosses. Thanks in advance!
