Canonically where df does Viktor get military graded Cyberware for V that can compete with the likes of Adam smasher?!

I can understand a pair of Kiroshi’s or some light subdural armor, but a military-grade Sandy or a Netwatch cyberdeck? That’s when I start questioning things.
