Cisco powering on after sending standby command

Hey everyone, just wondering if you have ran into this. I have a cisco codec that if it is powered off, if I send a standby activate command, it will return the OK message then power on.

Its in a divisible space so I send the command when the room state changes but if one of the rooms is already off, it basically turns itself on. I know I can get around this with a buffer and stuff, just wondering if this is normal or not. I don't believe it is. thanks
