Windows 11 Boots to a black screen with only my cursor after reinstall

I was having issues on my computer so I decided to reinstall windows. After it was done, it just booted to a black screen with my mouse cursor. I can’t do anything on this. CTRL + ALT + Delete doesn’t work. Help!
