cody can’t legally speak publicly about it due to his citizenship?

i saw somewhere that he is required by law to not speak publicly about the situation due to something about him being canadian.

is this true? if so, could anybody familiar with it elaborate on those details? i’m not familiar so im curious to hear about it.
