Scale 1:48

Hello everyone,
I've been collecting the 1:48 tanks and completed my collection so far with all the tanks I wanted.
I'm now looking at aircrafts and here's my question:
Many of the 1:48 aircrafts have minifigs with them. How does that work with the tanks? The tanks seem too small for the usual minifigs, which come with the 1:30 scale tanks.
Are the 1:48 aircrafts and the 1:48 tanks differently scaled?
