Xfinity Bill jumped $50. How can I get Quantum/Centurylink Fiber to my neighborhood?

I had Centurylink fiber at my previous house and loved it. Before I built my current house I checked the FCC map and it said that CenturyLink Fiber would be at the address. When we moved in I found out that it was not (and now the FCC map has changed, though I have screenshots of before the change). I cannot express how much I detest Xfinity. Quantum/Centurylink Fiber is available just down the street; how can I get it to my house? Just "sign up for an email when we're in your neighborhood" is not enough. I'm willing to pay quite a bit and put in effort to recruit neighbors to get it here I just don't know how to contact anyone at Quantum/Centurylink to figure out what requirements they have to expand here.
