Question about lighting the cage.

I live in a place where at this time of year, from about 4 pm it is almost completely dark. I am perfectly aware that budgies need daily sunlight to develop properly. I ordered something like this in the pic. My question is, will the range of 12% UVA + 2.4% UVB be suitable for budgies, and will one such 8W lamp be enough to light a cage measuring about 38 inches wide, 24 inches deep and 27 inches high? How long should the daily dose of exposure to such artificial light be?
