Dispersed target shooting

I am looking for a safe and responsible area to do some dispersed shooting within a 2 hour drive. I've heard there was a place off of the peak to peak highway on 217 but that the locals in that area are getting upset about it. Does anyone have any suggestions? Much appreciated!
