TIL that in the 1970's Berkeley was nearly 25% black. Today Berkeley is 6% black. What policy decisions force black people out of California cities?

You see a similar story in Los Angeles, San Francisco, etc. Pretty much all California cities. You see a slight decline in other major metros like Chicago or NYC, but nothing approaching what's going on in California, so what gives? Why do California cities seem to be driving out African Americans at such a rapid pace?
