Why is the city so dangerous?

As we all know, BR isn't the safest of major cities in America. But how did it become such a dangerous city? How did it get this bad? Did the crime/blight and other issues start going downhill after Katrina or...? Anyone who has been living here for 15-20+ years do you know what happened?
