Shipping from China and Customs

Is it popular in Azerbaijan to ship goods direct from China via services like Pandabuy or are you mostly limited to shipping via 3rd party shippers who reship at an additional cost?

Given how easy it is to ship direct from China for free/low cost to Europe/North America and how the consumer goods market in Azerbaijan is limited and high priced for many staple goods, is online ordering from China direct now more common given they are much closer to Azerbaijan than other markets?

Are Azerbaijani customs going to inspect every package and evaluate declared values or are they relaxed for shipments of 8kg or less with declared value under $300usd? Eg. If you order a few t shirts and declare value of $50usd are you going to have to pay some tariffs or have the t-shirts inspected and assessed at higher values?

I notice a lot of stores in Baku selling counterfeit clothing and bags from China (maybe some from Türkiyə) but they are pricing them at ridiculous prices (eg 800₼ for a bag you can buy for 75-100₼ shipped from China to Europe/North America)....this makes me wonder if they are able to due to customs deals with limited resellers and not available for the average person?

If it's the case you must use reshippers to send your package through customs, any recommendations to use with AliExpress, Pandabuy, DHGate etc?
