I live relatively central

I live relatively central and have noticed cars sitting outside our building for hours during the evening and at night. I just finished hand-sewing a whole shirt and the same car I can see from my table is still there (3½ hours later), the driver is just sitting on his phone? He doesnt seem to be living in his car or anything and he's not doing anything super dodgy (previously people have taken photos etc) but its just odd and I'm curious as to what they could be upto? There's now a few more of them and one blocking out access gate so hopefully they move soon 🤷 again... nothing dodgy i just notice it a lot because it's right out my window when I'm working at the table and i wonder why
