why is western academic scholarship on indian philosophy mostly exegetical rather than philosophical?

why is scholarship on indian philosophy mostly just "history of indian philosophy" rather than academics engaging and agreeing/disagreeing with the ideas presented in the texts? furthermore, why is indian philosophy relegated to "religious studies" departments and you need to take a "south asian religions" course to learn (about) them?
