Has anyone applied for unemployment and can help?

I'm getting conflicting information:

A: (arbeitsagentur.de) "In order to receive unemployment benefit in the event of unemployment, please fill out the unemployment benefit application. It is sufficient if you submit the application for unemployment benefit at least two weeks before becoming unemployed."

B. (arbeitsagentur.de) Employment certificate: Please have the following employer send you the employment certificate electronically by February 17, 2025 at the latest

My employer can't/won't submit the employment certificate until my last day (Jan 31) and I can't submit the application without it. But in another section, it says I should submit the application "2 weeks before becoming unemployed".

I can't satisfy both constraints... what should I do? Wait or reach out to someone at the unemployment office?
