Thoughts on businesses not letting you use restroom without purchase?

With Starbucks introducing a new rule you have to make a purchase to use their restroom (and hanging out at their location, using wifi) what are your thoughts on BUSINESSES (ie. restaurants, fast food places, cafe stores, small businesses) NOT letting you use their restroom without purchase?
