Relationships - who initiates ?

In Asian cultures (traditionally), generally, when it comes to love / relationships, guys only initiate or make a move first ,and girls only hint if they are into it. (AT LEAST THAT'S WHAT I UNDERSTAND HAHAHA)

In today's world, in Singapore, how is it happening ? Girls also equally make the move first / confess / initiate ? Still just a hint or openly confess ?
