Best action anime?

Looking for an action anime with a lot of emotion and a unique plot to it. I like ones that keeps me on my toes and will strike a tear from time to time. I also like somewhat of a creepy aspect to it.

For reference, my favorite anime is Mirai Nikki (Future Diaries).
