So is actual modding finished?

When you mod using FSL everything you gain, rp, cars, money, etc. Is all saved locally and whatever you had in your last real online session is what you will have when you unload FSL. So, my question is, is there any mod menu that gives you permanent changes or is that what mod menus are capable of as of the current anti cheat implementation?
