Adoring system

How does the adoring system work exactly?? I mean I understand the surface level of using it but it's so hard to level up and now I'm stuck at 66% at level 2 no matter how many times I try to do it, its just not budging. Also, I noticed that the percentage of it only rises when I max out the "tools" to pleasure him and since I already did I have no idea what to do next.
