Even the plant managers are freaking out

Everyone I work with received this email yesterday. We work for a Japanese company in the US. Lately the Japan branch has been taking a lot more of our contracts, does this sound like layoffs/plant closure? The plant is divided as hell on this issue. However even our top managers at the plant are freaked out and don’t know what is going to happen. Guess I’m freaking out.
