My biggest concern with army refreshes

Hello, I am hoping to hear people's thoughts on the thing that has been on my mind for a while. For some context, I have been trying to setup a regular gaming group locally for a while, with thankfully some success - what I have noticed more and more lately is that the "new" armies (meaning armies with primarily new models - Genestealer Cults, Sororitas, the new Cadians, Votann...) are have no players due to being too expensive. Only Marines (and any starter set factions recently) and armies with older, and cheaper, models tend to be played. Does some else share this experience? I tend to fear that more and more of the game is being effectively "paywalled" after a range refresh.
