Are Overframe builds actually bad?

I've been following a couple overframe builds for my mesa, rhino, and other weapons. However, my sibling said it's some sort of ongoing meme that overframe sucks and I shouldn't use it or at least it's not the best option.

Thoughts on this and recommendations on other places for builds?
