Construction barrel damaged my car - what should I do?

I am a Richmond resident. I was traveling on I-95, south bound, towards Richmond, in the middle lane on a 3 lane highway. A construction barrel came out of nowhere on my lane in Woodbridge, VA. I couldn’t change lanes as there were vehicles on both the sides. The barrel damaged my car's front bumper and fender liner, rendering the car immovable. The insurance company considers this as a “not-at-fault" collision claim.

Can the the construction company which didn't anchor the barrel properly, be held accountable for the accident?
