ULPT request - The apartment i rented has a faulty electric meter, so I'm not charged for electricity. How can i make the best use of this?

I moved into my rented flat about 4 months ago. The manager checks the electric meter at the start and end of each month but doesn't know if I've used electricity. He only looks at the meter reading and gives me the bill. For the first 2 months, the meter worked fine, but last month the bill was half of what it usually was, likely because I didn’t use the air conditioner at all, unlike the first two months. The manager did asked me about it, I explained that I hadn't used the air conditioner.
This month, however, the bill was much much lower, which didn't make sense because I had been cooking a lot with induction cooktops and the fridge was running constantly. When the manager asked, I told him I was out most of the time and only used the apartment to sleep, avoiding the air conditioner again, and he accepted that.
A few days later, I noticed the meter wasn't running at all. Since the manager only checks the meter readings, he doesn't know if I'm using electricity or not. This may not seem like a big deal, but electricity bills here are ridiculously high. Should I tell the him about the malfunction, or should I take advantage of this?
