Cleaning a rusted & neglected drip tray

I got a cheap traeger that surprisingly didn’t have much rust to deal with outside of the drip pan.

This drip pan is in horrible shape, I’ve ran rustoleum rust dissolver on it and scrubbed with not much results. The rust is layered.

Is there anyway I can pull off a Hail Mary to save this drip liner just to point where I can lay down foil or should I call it quits and buy a new one?
