Danish/Swedish integration: why is it so hard administratively?

I hope this is on topic, by why the heck is the Danish/Swedish integration so hard damn administratively? All of East Africa has mobile banking across boarders since 2007 (M-PESA) but I can't MobilePay anyone in Sweden and I can't Swish anyone in Denmark. My Danish NemID doesn't help in Sweden und getting a BankID without living in Sweden is extremely difficult. I am with DanskeBank (expensive as heck) and through them have a Swedish DanskeBank account as well (also expensive) - yet, for the ridiculous "Know Your Customer" regulations they pretend they don't know of each other. When buying my house in Sweden the folks in the Swedish branch even refused talk to folks in the Danish branch...

So now, I finally own property in both Sweden and Denmark and I would like to buy mobil bredband services Sweden, yet despite trying to use the same company I use in Denmark (3 / Tre) that offers services both in Sweden and Denmark I can't get the service in Sweden since my (existing) personnummer/samordningsnummer is not registered as resident in Sweden.

Why. Is. This. So. Hard?

Specifically: if anyone has an idea how I can get a proper/full mobil bredband subscription without a folkeregister adresse in Sweden, please let me know. I know I could probably get a prepaid card if I bring my passport to a kiosk, but I was looking for a "real" subscription. Thanks so much!
