Need A Personal CC Maker

so I really would make cc myself but I LITERALLY can't because the one or two of the programs needed I can't get because I need windows 10 or higher I got 7....so I gotten myself stuck there i got Sims 4 Studio which I can only make CAS backgrounds and Loading Screen (I think loading screens). But yeah if anyone could be my CC Maker (I'll pay obviously through cashapp or PayPal) but this would mean a lot :)
