Headphones/earbuds — biggest obstacle right now

I teach HS photography/graphic design in two hour blocks. I try to do one hour of discussion, one hour of work time. I've had it with the headphones and, moreso, the earbuds. My students are more addicted to these than actually looking at the phone. I've had great kids lie to me and sneak their airpods in an ear that's hidden from me. They're mostly listening to music or, for some reason, secretly on the phone with someone for the entire class. Sometimes saying nothing (??)

The result of this is horrendous attention and retention of information. I have to constantly re-explain myself and have instituted a ban on them unless we're in independent work time.

Anyone else ran into this?

Edit: worth noting, I teach in an inner city school where taking technology really never goes well. It almost always escalates. The best approach I’ve found is getting to know the kids well enough that you can convince them to put it away or maybe (try to) call home. It’s hard.
