Late Work / Unmotivated Students

Teachers, I have two questions:

1. Do you accept late work? Why or why not? I’m debating if I should or not.

2. How do you motivate lazy students? I was told by an eighth grader that she hates reading or writing as if school isn’t SCHOOL! These students don’t want to do anything but be on their phones during class and I feel I’m losing my sanity trying to encourage them.
