Light Dragon not coming down. Got Master Sword early, Healed Deku Tree. Seen all 12 Tears

So, I got the Master Sword before ever heading to the Forest. I've seen all 12 tear memories. I've Healed the Deku Tree, but I only ever see the Light Dragon SOMETIMES WAAAAAAAAAAY above the sky islands What am I missing??
