Strange info on my IDR repayment count

I have overpaid by 14 months.
I had a live text chat with student aid about this and they referred me to my servicer, Nelnet. Nelnet said yes I have exceeded the threshold for payments counting toward forgiveness by 14 payments. However they said they cannot discharge my loan or confirm forgiveness because the Dept of Education never sent them the letter necessary to get the ball rolling on forgiveness, and so their hands are tied until they receive it.
Nelnet referred me back to student aid to ask for that letter to be started. I followed their instruction and I just spoke with a student aid rep who said they cannot send the requested letter to Nelnet until the court case is rectified because it affects our ability to be forgiven under IDR - IDR is not in play right now. There is no forgiveness happening under this plan right now. When and if the court case is decided in our favor the Dept of Education will then send the letter to Nelnet. Then my loan will be forgiven. Supposedly.
Student aid claimed that NO ONE is being forgiven under the IDR / length of time in repayment plan right now, pending the court case. I didn’t know this. Student aid also claimed I will get the almost $8000 I have now overpaid on my loans back as a refund after everything is settled…but my intuition tells me not to hold my breath on that.

I have made several posts about this and I apologize for making another one. Whoever posted the link to click to take you directly to your repayment count, thank you. That’s the only thing that worked for me.
But perhaps my count hasn’t been updated? Because the information I found is not good 😔
I graduated from undergrad in 1998 and grad school in 2003. Paid undergrad from 1999 on and then consolidated them together after grad school and started paying on that in 2004.
I am seeing the following now on student aid:
Estimated end of IDR repayment term: April 2034
Qualifying payments: 314
Remaining payments: -14
What does this all mean??
