[WaT] Who is the crazy cat lady?

At dragon steel this year, during the Q&A, someone asked who is the most likely to be a crazy cat lady. Mr. Sanderson said that we haven’t met her yet, but would soon, and we would know immediately. Can’t remember if it was stormlight specific or not, but it seemed like he was saying she was in WaT.
