How do I change dimensions in tool bar?

Hi guys,

Thank you in advance for helping on a holiday but I need help with this please. I used to be able to change the dimensions in the toolbar on the free version but it's not allowing anymore. I purchased the basic version and that to isn't allowing me to do it either. Is there some type of setting that is off ?
