References received surveys in mail; light at end tunnel?

1st time upgrading from Secret to sci ts. Submitted sf86 last spring.
Interim TS SCI granted last summer, started work late July. Interview of myself done late October calls to lead done early Nov; at least 1 ref got a survey in mail now (late January). Assuming all surveys get turned in asap w no glitches, shouldn’t that mean adjudication stage is imminent?
