Non EU students tuition fee

From my countrymen who also got admitted to Sapienza - they said that we foreign students can't declare isee, and only after coming to Rome it will be possible (after obtaining residence permit). Can anyone please explain how it actually works? Because i can't find the tuition fee on my Infostud account ?
