Artsy (and WARM) cities?

Currently in the artsy (and COLD) small city of Portland, ME. Looking for maybe similar kind of vibes but warmer. I’ve figured out recently everywhere is kind of expensive right now, but since it’s cold out I’m just getting mad that I’m burning money on rent. So warmer, more diversity, artsy are my main concerns.

Currently spending 2500 on a two bedroom with a roommate if that’s important.
