Vapes in my garbage

The other day, I went out to put one more thing in the trash before the truck came. When I opened the top, I saw a gallon size ziplock filled with used vapes. Nobody in my house vapes, so I assume some douchebag just threw them in there. I took the bag out because I don’t think you’re supposed to throw anything with lithium batteries in the trash. I don’t think you can put lithium batteries in the recycling bin either. Does anyone know what to do with them?
