The Cloak/Scarf Was a Gift from her Presumed Deceased Boyfriend Quill Tempest and His Daughter Celeste Tempest, While the rest of her clothes and the sash that covers her Eyes was a Gift from her adopted mother, Willow Schnee.
The ice at her feet is a AU reason Only and Not an in-Universe reason, Just Know those powers come with the Responsibility of being a protector of Remnant.
